India's overloaded laws and regulations that are difficult to both understand and fulfil provide no opportunity for foreigners to start and run their own small business legally. Thus foreigners have no choice but to operate their small businesses illegally and pay bribes. Government officials offer little to no information on founding a business to foreigners.
