The licensing system for dhobis and dhabas in Delhi has caused innumerable problems to these small traders and allowed government officers to considerably increase their income by under the table deals. For almost every step in the various procedures, unofficial costs co-exist with official costs. Business will automatically become easier and more economical for the government and the consumers by abolishing the licensing system.
