2015: Assessment of State implementation of Business Reforms, Sep 2015

The Assessment Report was conducted by World Bank to evaluate the status of reforms implemented by States between January 2015 and June 2015 following the adoption of the 98 point action plan for Ease of Doing Business.

The assessment was conducted by collecting data from States through structured questionnaires which were verified by rules, notifications, circulars, website screenshots and other documents. The following are the 8 parameters on which States were assessed :

  • Setting up a business
  • Land allotment and obtaining of construction permits
  • Compliance with environment procedures
  • Complying with labour regulations
  • Obtaining infrastructure related utilities
  • Registering and complying with tax procedures
  • Carrying out inspections
  • Enforcing contracts

  • The Report found validation to the States' commitment to streamlining regulatory burdens on businesses in India.
  • On an average 32% of the proposed reforms have been implemented in various stages across the country. 
  • The most widely implemented reform is that of e-filing of VAT returns which is now allowed by 30 States.
  • No State has so far compiled a fully comprehensive list of all licenses, NOCs and registrations required by a business to start and operate.
  • All 7 Aspiring Leader States have a single window system which is backed by a legislation or a notification.
  • Only 3 States – Odisha, Rajasthan and West Bengal – issue a single Tax ID to cover all State taxes.
