The Assessment of State Implementation of Business Reforms, conducted by the World Bank in September 2015 (“State Assessment Report”)1 ranked Punjab as the best performing state on the parameter of setting up a business with a score of 81.48% against national average of 31.91%.  

This document is an implementation guide to facilitate Indian states in implementing ease of doing business reforms as suggested by the Department of Industrial Policy and Promotion in October 2015. This is to prevent the entrepreneur from having to visit multiple agencies. It is a 10 year program being provided by Infosys.

The report highlights the key benefits of the single window clearance system of MAITRI in Maharashtra, the online mechanisms of clearances by the Gujarat Pollution Control Board, the online labour services for compliance to labour laws in Maharashtra and the single window clearance system in Rajasthan and Punjab.

This report prepared by Ernst & Young provides a detailed overview of the bureaucratic and legal hurdles that an entrepreneur must clear in order to register and start a business in the State of Maharashtra. Alongside, the report also highlights the time and set-up costs for each of the processes.
