True to the intent expressed in the last annual budget, Finance Minister Arun Jaitley has abolished the Foreign Investment Promotion Board (FIPB) that has been vetting foreign investment proposals that exceeded Rs 3,000 crore. Introduced in the wake of liberalization, the FIPB had lost its value with nearly 95 per cent of FDI coming through the automatic route in recent years. Only in 11 sectors, there was need for prior government approval which will now be dealt with by the department concerned. The Finance Minister believes that the scrapping of FIPB will reduce red tape and boost the ease of doing business in India. Jaitley said the proposals that are pending before the FIPB will be sent back to departments concerned for approval. Timelines would be fixed for approving applications regarding FDI by competent authorities and a rejection by the department concerned has been made difficult as it now will mandatorily require concurrence of the Department of Industrial Policy and Promotion (DIPP). If properly implemented, the new initiative is expected to streamline the process of FDI approvals, and thereby boost FDI flows into the country but the Finance Minister would have to guard against the old ills of red tape and bureaucratic obstructionism creeping in.

21 May 2017 | The Pioneer Haryana Urban Local Bodies Department on Saturday said it has decided that by following the concept of Ease of Doing Business, a ‘Single Joint Inspection’ would be conducted for grant of approval of building plans and grant of Occupation Certificate. The site inspection report shall be forwarded to the Headquarter within 24 hours after the inspection of the site through E-mail for its hosting on the website of the Department. A spokesman of the department said that the inspection of the site would be carried out by ‘Single Join Inspection Team’ comprising concerned officials and officers from the field, circle, Engineering Wing and shall be forwarded to the Directorate through E-mail on the date of inspection itself. |

Now, the licensees can pay their licence fee and also generate the receipts sitting at home without the need to come to the civic body's office or Citizen Service Bureau Centres. South Corporation has already brought the sanction of building plans and issue of most of the licences such as general trade licence, health trade licence and factory licence online. "The new website is more informative and provides most modern facilities to the citizens," Tiwari said after he launched e-mutation service.

13 May 2017 | Business Standard Aiming to improve its ratings in ‘Ease of Doing Business’ and be among the top three states, Odisha has targeted to implement all reforms listed under ‘Business Reforms Action Plan 2017’ by the end of July. The action plan has 405 points relating to 18 administrative departments. So far, the government departments have ensured compliance with 173 action points. Twelve action points are found not to be applicable. The balance 235 points are concerned with the digitisation of 47 services. Among the services that would be uploaded online are registration of VAT, CST, professional tax, entry tax and entertainment tax, online filing of returns, online tax payment, power connection application, consent to establish and operate, property registration, application for trade license & renewal of license, application for change of land use, land allotment application and permission to draw water for industries. At the last round of rankings under ‘Ease of Doing Business’, Odisha had tanked to the 11th slot, from seventh held earlier. The slip in ranking was despite the state’s improvement in overall score from 58 to 90. But, with the top states achieving a score between 93 and 98, Odisha is looking to improve its overall score as well to outpace its peers. |
9 May 2017 | The Hindu The Directorate of Industrial Safety and Health has issued its first factory licence processed through the online portal https://dish.tn.gov.in to M/s Krishna Wood Works, Alandur, a press release said. The portal was created exclusively for the department at a cost of Rs. 1.81 crore. The first licence was issued throuh the portal on May 6. This online portal will streamline the activities of the Directorate and facilitate ease of doing business to the management. A number of services including issue of license under Factories Act, 1948, approval of plans under Factories Act, 1948, will be available with e-payment facility wherever applicable, the release said. |
9 May 2017 | DNA After introducing the Real Estate (Regulation and Development) Act, the state government has also placed the onus of project approvals, carrying out inspections and granting occupation certificates for buildings on the architects of the projects, rather than the BMC. While architects have questioned the decision, the move is aimed at ensuring quality construction and curbing corruption in the BMC's building proposal and development planning department. It is also in line with the government's push on ease of doing business. In the existing scenario, acrhitects were only taking responsibility for the design of building projects, but did not bear any legal responsibility for quality of materials used for the building structure. To cut corners, and earn hefty profits, builders often use poor material and take a long time to hand over possession to the buyers. There have been frequent building collapse incidents in Mumbai due to inferior quality of construction. |

The Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) highlighted the industry friendly reforms taken by the Housing and Urban Development Department of Odisha. Now, no prior permission from Authority is required for low risk industrial buildings in case approval of building plan is taken from an accredited technical person. The NoCs for industrial buildings can be fastracked through joint site inspection by concerned Departments. Now, a Single Building code is applicable for all industries being set-up in any urban rea. The Master plans are prepared for all Development Authorities and they have been made available online. IPICOL has allowed third party certification for architectural drawings/ structural designs and for issuance of completion certificates. In the wake of all the reforms being taken in state, Odisha Government has invited industries to explore new opportunities in the state. |
8 May 2017 | The New Indian Express HYDERABAD: The Greater Hyderabad Municipal Corporation (GHMC) will accept applications online for Building Occupancy Certificate from May 8 as part of the Ease of Doing Business (EoDB) initiatives. With this, the building plan approval system become 100 pc online.As per the Building Rules, occupancy certificate is mandatory for all buildings except for individual buildings in plots measuring up to 100 sq.metres and with height up to 7 metres, which is optional. The individual has to submit an application to the GHMC as per the standard procedure and the sanctioning authority inspects and issues occupancy certificate duly compounding the deviations in setbacks, if any. According to GHMC chief city planner Devender Reddy, the application for occupancy certificate should be submitted from the user login through Development Permission Management System (DPMS) application duly attaching the required documents. The application will then directly go to the login of the scrutinising or inspecting officer of GHMC for further processing. |
1 May 2017 | PTI News People in Haryana will be able to pay different government charges and fees in a single transaction through Point of Sale (PoS) devices. The facility will initially be implemented in the transport department on pilot basis from this month onwards. Apart from this, the transport department has signed a Memorandum of Understanding (MoU) with the department of post for delivery of documents issued by it to the people from May 1 onwards. This was disclosed in a session Chief Minister Manohar Lal Khattar had with his 'good governance associates' and administrative secretaries here. It was informed that people presently have to swipe their cards several times to make payment for fees and other charges under different heads. The implementation of single swipe system would shorten this process, as once the payment is made in lump sum, the appropriate amounts would be directly deposited into the relevant accounts. This would also put a check on corruption and make the process transparent. The chief minister directed the officers of State Bank of India, which is providing PoS devices and digital payment services to the Haryana government under an agreement, to ensure that proper receipts are generated so that customers may easily maintain their records. |
